Voting Begins for Constitutional
Amendments
Beginning today, July 19, through July 30, 2004, P&S staff
have the opportunity to vote electronically on amendments to
Articles X, XV, and XVI of the Constitution of the Professional
and Scientific Council of Iowa State University. Please review
the proposed amendments, described below. If you have questions,
contact one of your council representatives.

Summary of changes:
Article X: Changes will allow candidates
in council elections to run unopposed for representative positions.
(Currently, if
there is not at least one more candidate for each area of representation
than the number of vacancies in that area, the election committee
must recruit additional candidates.)
Article XV: Changes the
maximum time between P&S Council
meetings from 60 to 75 days. (The Council does not meet in July,
and sometimes it's difficult to schedule the August meeting within
60 days of the June meeting.)
Article XVI: Changes the current
vice president and president system to a president-elect to president
succession system. (The
succession system will give the president-elect a year to learn
about, and more thoroughly prepare to assume, the president's
responsibilities.)
Article X Current
Nomination of Representatives. The nominating process shall be as follows: Each employee of
each area shall be mailed a nomination
petition to be used, if he/she so desires, to nominate candidates
from his/her area for election to the council.
There shall be at least one nominee in excess of the number of
vacancies in each area. If fewer than the necessary number of
nominations are received, the council representatives from the
area from which the nominee is to come shall constitute a nominating
committee to secure the necessary nominations. No council member
seeking re-election shall serve on the nominating committee.

meetings shall be open. The council may invite any person to
meet with it at any time.

and bylaws of procedure. Copies of the Constitution and copies
of the Rules and Bylaws shall be distributed to all professional
and scientific employees and shall be on file in the University
Library.
Article XVI Proposed
Organization. The council shall elect a
president-elect and secretary from its representatives, and establish
its rules and bylaws
of procedure. The president-elect succeeds as president at the
conclusion of a term as president-elect. Copies of the Constitution
and copies of the Rules and Bylaws shall be available to all
professional and scientific employees and shall be on file in
the University Library.
